I have never heard that this command would produce differing time stamps. This will show us what ExifTool is writing to the file. Then copy/paste the contents of the output panel in your reply. If the problem is not solved, open the ExifTool output panel (View > Panels > Output.) and then use the "Modify EXIF." command on one of your files. I see a modification of EXIF Create Date (marked green), but the other fields are unchanged (red). Start of my test with just one test photo: So, I tried to add this one hour using the Tools/Modify EXIF Date and Time I have taken a few hundred photos when the time of my camera was off by one hour.
